Jan Molby is keen to bring another forward to the club, especially with rumours mounting that Lawrie Dudfield will be leaving.
City had made a loan offer for the former Brighton and Macclesfield man, but Millers boss Ronnie Moore turned it flat down.
He said: "Richie is a valuable member of our squad as he is the natural back-up for Alan Lee and I wouldn't be able to find a replacement for him for the kind of money Hull might want to pay."
